Registration:

Early registration is encouraged. This helps the tournament start on schedule.
$25 if postmarked by 20 March 04. The tournament program will include a list of all early registrants.

Annual scholastic membership is $19 for age 14 or less, and $25 for age 15 to 19.
Annual scholastic membership without magazine is $13 for age 14 or less.
You may include your USCF membership fee when you register for the tournament.
Please do NOT join USCF directly after 27 Feb 04, to avoid confusion regarding USCF membership status.

Awards:
Team Trophies for 1st, 2nd and 3rd place in each section.
Individual Trophies for 1st through 5th place in each section.
Individual Medals for 6th through 10th place in each section.
$300 Scholarship to the 9-12 Open Section Champion for travel and lodging to represent Oklahoma at The Denker Tournament of High School Champions.
$250 Scholarship to the 9-12 Open Section Champion Girl (top finishing girl after 1st place) for travel and lodging to represent Oklahoma at Susan Polgar National Invitational for Girls.
These scholarships will not be won on tie-break points. If there is a tie in tournament points, there will be a blitz playoff following the tournament to determine the scholarship winner. The scholarships must be used to participate in the respective tournaments at the August 7-15, 2004 US Open in Fort Lauderdale, Florida. If a champion is unable to represent Oklahoma, the scholarship will go to the second place winner. A scholarship bonus of $200 for these tournaments will be available for OSCO Grand Prix Top-10 finishers.

Sections:
K-3 Open, K-6 U750 (under 750 USCF rating), K-6 Open, 7-9 Open, 9-12 Open

Teams:

All ‘school team’ members must have their primary enrollment in the same school.  No combined schools are allowed.  A school is defined as the same building or connected buildings under the same name.  Home schooled players are allowed to form teams under their local Home School Association of which their family is a member. Those taking exception to this definition will be allowed to compete as a ‘club team’ under the following conditions:  they must meet and play chess together regularly as a group, and they will not be eligible for any official team award.

Team scores will be the total of the top 4 scores in a section for players from the same team.
Coaches must provide a complete team list for each section by 8:30 the day of the tournament.
      Team rosters by section postmarked by 20 March will appear in the tournament program

K-6 players rated under 600 may not move up to the open sections and dilute the competitiveness of the open sections. The only exception will be when two or less of the under 600 rated players are necessary to make a 4 person team in the open section, and the same school will retain a team in the K-6 U750 section.

Rules:
5-Round Swiss System, Individual/Team Competition.
First 4 rounds are G/40 (40 minutes per player to complete game).
Last round is G/50 (50 minutes per player to complete game).
Team sensitive pairings only as long as the tournament software can generate properly matched pairings.
The tournament will be run in accordance with the current USCF Official Rules of Chess.
The Tournament Director will be the final authority regarding all rulings.
Oklahoma Students Only eligible for awards.
USCF membership required.

Equipment:
If you have a chess clock, please bring it to use in the tournament.
Chess boards and sets will be provided for up to 350 players.

Donations and Volunteers:

OSCO is a non-profit organization run by volunteers who are interested in helping Oklahoma's young people better succeed in life through participation in quality chess activities. Volunteers are needed to help OSCO with its tournaments and other scholastic chess related activities.

Donations to OSCO are also an excellent way to help Oklahoma’s youth through enhanced scholastic chess opportunities. There are several levels of recognition for the various contribution amounts, as described on the OSCO web site at www.okschess.org. OSCO also encourages in-kind donations of products or services directly helpful to OSCO, or to be given away at this state tournament. In-kind donations will receive the same level of recognition as cash contributions of the same value. All contributors of $50 or more will be listed on OSCO’s web site, listed in the State Tournament Program, and receive Patron Membership in OSCO. Donations can also be made anonymously.

Take I-35 North 3.5 miles from the Turner Turnpike. Exit I-35 at 2nd (N 178th). Go 3.6 miles West to Fretz. Then North 4 blocks to Hurd. Turn Left on Hurd and Ida Freeman is 1 block ahead at the stop.

OSCO Members:
All players registered for this and other OSCO tournaments in the last years will be individual members.
All individual, affiliate club and patron members (see the OSCO website at okschess.org).

Voters: One vote per membership for individual, affiliate club and patron memberships.
A parent or guardian will vote by proxy for members under 16. Voters must all be at least 16 years of age.
Only directly associated representatives may be the proxy vote for affiliate clubs or patron member entities.

Officers: Four Board Members At Large are to be elected this year
All Board Members of OSCO are to be at least 18 years of age.
Members of OSCO, or their parent/guardian, are eligible to become Board Members.

Nominations:
Email nominations to info@okschess.org by 20 March 04 to be included on the printed ballot.
Nominations will be accepted from the floor as write-ins, immediately preceding the ballot.
