OSCO was formed in early 2003 to work with the OCA (Oklahoma Chess Association) and USCF (US Chess Federation) to further their goal to promote and improve scholastic chess opportunities. OSCO's organizational structure is based on a statewide group of people involved in Oklahoma Scholastic Chess, working together as a volunteer organizational team, to better support and promote scholastic chess for all of Oklahoma's youth.

OSCO elected Charter Officers 1 March 2003 at the Oklahoma State Scholastic Championship Tournament in Claremore.

OSCO's founders included:
Steve Sawyer - Coach and Organizer of The King's Pawns Chess Club for NE Oklahoma Home Schoolers
Jacqueline Bentele - Coach and Organizer of the Jenks, Oklahoma Scholastic Chess Club
Mike Swatek - Organizer of the Claremore, Oklahoma Central Upper Elementary (CUE) Chess Club
